WHAT IS CAPTEL?
CapTel® is short for captioned telephone. A person with hearing loss places a call in the same way as dialing a traditional phone. CapTel uses voice-recognition technology to display verbatim captions of the other party's conversation on the telephone’s screen, allowing the person with hearing loss to hear and read all comments.
TYPES OF CAPTEL PHONES

CAPTEL 2400i
A tablet-style telephone with a large, touch-screen display and helpful graphics. Ideal for people who prefer a contemporary telephone design.
Also includes touch-key dialing pad –letting users dial with traditional number buttons if they prefer.

CAPTEL 840 Series
For people who prefer the familiarity of a traditional telephone look and feel.
Available for use with standard analog phone lines or with a high-speed Internet connection (WiFi capable).

CAPTEL 880i
Ideal for people with low vision or who have difficulty reading the standard captions sizes.
CapTel 880i allows users to customize the font sizes, styles, and colors on an extremely large display.
HOW DOES CAPTEL WORK?

The CapTel user speaks directly to the other party using a CapTel phone.

The other party speaks directly to the CapTel user, with all of his words transcribed by a trained operator into text using voice-recognition technology.

The CapTel user listens and reads the conversation on the CapTel display screen.

HOW TO GET A CAPTEL PHONE
Below are three options of getting a new CapTel phone:
OPTION #1:
Become part of the Loan Program
The West Virginia Commission for the Deaf and Hard of Hearing Telephonic Communication Device Loan Program (TCDL) is available to help income-eligible West Virginians who have trouble using a telephone and need a CapTel phone. The equipment is not owned by the individual requesting it.
OPTION #2:
Purchase a CapTel phone
West Virginia residents who do not qualify for the Loan Program may purchase the CapTel phone at the reduced cost of $75.00.
OPTION #3:
Third Party Certificate
Per recent FCC regulations, individuals with hearing loss may receive an Internet-based CapTel phone free of charge if they complete and submit a Third Party Certification of Eligibility. The Third-Party Certification must be signed by a hearing health professional who confirms that the person applying has a hearing loss and would benefit from IP-based Captioned Telephone Service in order to communicate effectively over the phone.
